The Independent Corrupt Practices and Other Related Offences Commission (ICPC) wishes to inform the general public that its citizen volunteer initiative, the National Anti-Corruption Volunteer Corps (NAVC) has been suspended with immediate effect due to abuse by certain state chapters which are being investigated.
All State Chapters are by this notice expected to put on hold all activities including the registration of new members pending further directive from ICPC HQ.

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has engaged the services of DSCL Corporate Services Limited to conduct a recruitment exercise on its behalf for the engagement of personnel into a few positions as approved by government. Vacancies are as announced on www.dcslrecruits.com.
The general public is hereby advised to be wary of fraudulent advertisement of the ICPC recruitment on any portal different from the above and of any demand for money in whatever guise. Application for the positions is absolutely free and all processes attached to the recruitment exercise shall be in accordance with established parameters. Members of the public are therefore urged to report to ICPC any demand for money or other favours by anyone including officials of DCSL Corporate Services Limited.

INVITATION TO TENDER
1.0 INTRODUCTION

2.0 SCOPE OF WORK

3.0 ELIGIBILITY REQUIREMENTS
Interested, experienced and Competent Contractors should submit the following eligibility documents indicating the minimum qualification required of the bidders.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect Standard Bidding Documents with detailed specifications from the office of the Secretary to the Commission, Second Floor, Room 24, ICPC, upon presentation of evidence of payment of non-refundable Tender Fee of N10,000 only, per lot , paid to ICPC, through the generation of a Remita Retrieval Reference (RRR) in any reputable commercial Bank in Nigeria.
5.0 SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit for each of the lot desired, two (2) hard copies each of the Technical and Financial Bids, with softcopy of the financial bid only in MS Excel format, packaged separately in sealed envelopes clearly and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a in a third or bigger envelope also sealed and addressed to the Secretary ICPC, Plot 802, Constitution Avenue, Central Area, Abuja and clearly marked with the name of the project and Lot number.
Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in a designated box at the Secretary’s Office, Second Floor Room 24, on or before 11:00am, Wednesday, 28th August, 2019. Please ensure that you sign Bid Submission Register at the Office of the Secretary to the Commission, ICPC, Abuja, as the Commission will not be held liable for wrongly submitted bids.
6.0 OPENING OF BIDS
Only Technical bids will be opened immediately after the deadline for submission at 11:00am on Wednesday, 28th August, 2019, at the ICPC Auditorium, in the presence of the Bidders/Representatives of the Companies, Professional Bodies, NGOs and interested members of the general public are hereby invited to witness the Opening while the Financial Bids be kept un-opened.

THE VALIDITY OF THE INDEPENDENT CORRUPT PRACTICES AND OTHER RELATED OFFENCES ACT, 2000
It has become necessary and imperative for the Federal Ministry of Justice to put the general public on notice as to the validity of the Independent Corrupt Practices and Other Related Offences Act, 2000 as the correct and authentic Act for reference on any matter relating to the provisions of the Act. The Ministry is not ignorant of the fact that in 2003, the National Assembly attempted to repeal the Act 2000 through its legislative procedure and powers, but the process was truncated by the then President, Chief Olusegun Obasanjo GCFR who declined assent to the bill and that was how the bill went down the drain.
Equally, the action of the National Assembly was challenged at the Federal High Court of Nigeria in the case of Attorney-General of the Federation v Chief Pius Anyim and 3 Ors in Suit No: FHC/ABJ/CS/225/2003, where the court held that steps taken by the National Assembly in passing the bill were in violation of a court order.
In 2004, compilation of the Laws of the Federation of Nigeria was carried out, the 2003 Act that was passed by the National Assembly but not assented to by the President was ERRONEOUSLY compiled as against the authentic ICPC Act, 2000 in the LFN, 2004. These errors resulted in plethora of actions in the Courts as to which of the Act, 2000 or 2003 is the valid legislation. In the case of AG. Ondo State V. Attorney General of the Federation and Ors (2002) 9 NWLR (Pt. 772) P. 222, the Supreme Court held that ICPC Act 2000 save for sections 26 (3) and 35 that were struck down, remains the valid Act. Also, recently in the case of Temple Nwankwoala V Federal Republic of Nigeria (2018) LPELR-43891(SC), the Supreme Court also held that ICPC Act, 2000 is the only valid subsisting legislation. The Apex Court also stated that the purported ICPC Act, 2003 as erroneously compiled and published in the 2004 LFN, the compilation CANNOT in any way validate what did not pass through proper legislative procedure to become law but rather by going through the whole hog of legislative due process.
Now therefore, as part of the mandate of the Federal Ministry of Justice to ensure that legislation in the public domain are comprehensive, certain and predictable, the Federal Ministry of Justice hereby put Nigerians and the entire world on notice that ICPC ACT, 2000 is the authentic act and valid legislation for reference purposes.

This is to notify the general public that ICPC has discovered various fraudulent acts being perpetrated by some investment fund managers that have led to huge financial losses by investors.
While conducting investigations into petitions received on the activities of some fund administrators, ICPC discovered that some of them float unregistered schemes; pledge unrealistic returns on investments to lure investors; and mismanage investors’ funds.
Others breach agreement duly entered into with investors at the expiration of tenure, and also frequently lack proper records and documentation.
As a result, the general public is by this notice advised to conduct proper checks on any funds manager at the relevant government agencies to ascertain its genuineness and financial standing before funds are invested with it.

CAPACITY BUILDING TO ENGAGE IN BUDGET PROCESSES AT GRASSROOTS LEVEL
Independent Corrupt Practices and Other Related Offences Commission (ICPC), with support from the United Nations Development Programme (UNDP), invites civil society organizations registered in the National Anti-Corruption Coalition (NACC) to apply to conduct a training of the grassroots on budget processes & budget advocacy in any of the following states: Enugu, Osun, Akwa-Ibom, Kaduna, Bauchi and Benue States. The objectives of the training is to empower grassroots people to get involved in budget processes at the local government through making input in the various levels of budgeting: planning, implementation and monitoring.
The CSOs are to apply in any of the states in their geopolitical zone. The CSO should be prepared to work with other CSOs in the NACC in the zone.
Expected Content of Proposal:
The proposal (a maximum of 4 pages excluding attachments) is expected to contain the following elements:
Selection will be based on clarity of proposal with evidence of experience with small grants. Evidence of similar training should be attached where available.

The ICPC wishes to remind the general public that following the recent rebranding of the NAVC, all structures in all States of the country had been dissolved. All applicants including former members and officials are to fill new enrolment forms for consideration.
Meanwhile, enrolment of citizens into the corps is ongoing, interested persons can download the enrolment form together with the referees form through the link (join NAVC) at the bottom of this page.The enrolment form is FREE. Please report any person selling the form to the nearest ICPC Office.
New officials for Local Government and State Offices will be elected in conformity with the new operational guidelines after the vetting of prospective members. Other Training manuals can also be downloaded from the website.
Prospective volunteers should note that the NAVC will NEVER evolve into Law Enforcement Agency as being peddled by some persons out to exploit citizens.
Uniforms:
In view of the abuse of uniforms, it should be noted that no uniforms will be used by the re-branded NAVC. Accordingly, the use of the old uniforms, T-Shirts etc is hereby prohibited.
